The piece published in this edition belongs to a minor activity of Alphonse Hasselmans, i.e. transcriptions. Chopin wrote this famous Valse in 1847 in the key of D flat; Hasselmans, in his transcription, maintained its original shape, but he transposed it in E flat, in order to ease the movement of pedals.
